b.     Geological location, topography and climatic characteristics:

- Location: The area chosen to build the Huong Sen Golf Course and Tourism Complex (100 ha) is located in Cau Tum, Phuoc Hai commune, Dat Do district, Ba Ria-Vung Tau province. This is a convenient position, which is 50 km from Vung Tau city, running along the seashore with length of 1,200 m and 3 sides fronting quiet asphalted roads leading to well-known beaches, historical relics and beauty-spots not far from residential areas and markets. Besides, this is also a beautiful location with imposing Minh Dam Mount and near an ecological forest (where we are going to build a relaxing tourism complex supporting the golf course.)

-   The topographical characteristics of the golf site: relatively even, in some places forming natural mounds with slope upgrade from 20-30o, which is very convenient for creating obstacles on the golf-lines, building golf club houses or beautiful scenery for the prospective golf course.

-   Climatically, the chosen area belongs to the tropical and monsoon wind region with average moist of over 70% falling into the rainy season; average annual temperatures are from 18-27oC; the sunny months are usually from the beginning of December to the end of March. With mild climate with rare cases of continuous rain or typhoons, this is an appropriate area to hold sports and entertainment activities in the open air.

1.      The need of golf courses in Ba Ria-Vung Tau:
Golf is nowadays on a rapid advancing impetus. In fact, golf has had a relatively long historical background in the world, but in the recent  years the golf playing movement has been really in a “boom” in Asian countries, especially South-East Asia. This is a noble and refine sport which interests a great deal of people. In situations of social and international diplomatic relations, golf plays a considerably important role. It is possibly said that, the development of the golf sport industry is an evidence of industrialization and economic development of a country.
Ba Ria-Vung Tau province has long been considered an ideal investment environment. All the local authorities from Services and Branches have remarkable attention, encouragement and create favorable conditions to investment projects. Ba Ria-Vung Tau has tropical climate influenced by oceanic climate without typhoons. It is only 128 km from Ho Chi Minh City and 90 km from Bien Hoa City, which is very convenient for travelling. Moreover, the cost of living here is quite cheap, especially sea products. That is the reason why more and more tourists from Europe, America and newly-industrialized countries in Asia have been attracted here for their Winter or Summer vacation.
Therefore, it is a practical demand satisfaction that we develop a comprehensive golf tourism complex with sportive, recreational and cultural activities combined with various forms of relaxing and health-recuperating services in the area of Cau Tum, Phuoc Hai commune, Dat Do district, Ba Ria-Vung Tau in order to serve different kinds of tourists from all over the world. 
2.      Introduction of the Huong Sen golf project area:
a.      Legal conditions:

The area to carry out the Cau Tum tourism and golf course project has been planned, located in the tourism complex of Long Hai-Phuoc Hai. This is also suitable to the tourism mass plan of Ba Ria-Vung Tau as well as the need of socio-economically developing the coastal areas of the province. This area has been approved by the Government and has been agreed in location and measurements according to the official documents as follows:
+ Statement No. 134/TT-UB dated August 24th, 2001 by The People’s Committee of Dat Do district, Ba Ria-Vung Tau province sending to The People’s Committee of Ba Ria-Vung Tau (BR-VT) ref. allowing Huong Sen Joint Stock Company to build a golf course in Phuoc Hai, Dat Do, BR-VT.
+ Official Document No. 4262/UB.VP issued on October 24th, 2001 by The People’s Committee of BR-VT ref. agreeing upon location and measurements of the golf site, the subordinate area and the relaxing tourism complex in Phuoc Hai commune, Dat Do district.
